Yes, thats what it is, 'British Returned Goods' .

Here is what the Customs website has to say=

"If you have not taken delivery of your parcel then there are 3 options;

Option 1

Pay the charges, take delivery and retain the original red and white

charge label and the original Customs declaration (both of the items

will be attached to the parcel) and forward them to the address below

together with an invoice and covering letter to explain the

circumstances.

Option 2

If you decide not to pay the charges a re-assessment must be undertaken

by a Customs Officer at this site and will require the parcel recalling

back to Coventry. Please give your permission for this, a reason for the

recall and details of the whereabouts of the parcel as supplied by

Parcelforce Worldwide. Please note it can take six weeks to return

parcels to this site. If you require a recall please write, giving your

letter the heading 'PLEASE RECALL MY PARCEL' or telephone the above.

Option 3

You can refuse the parcel and ask Parcelforce Worldwide to return it to

sender.

If you wish to track you parcel please contact Parcelforce Worldwide

direct on 0870 850 1150 or at parcelforce.co.uk. If you wish to pay a

charge then contact Parcelforce Worldwide at the address on your letter.

So i think its option one for wufer :) .

So, what determined the need to stop this particualr parcel in the first place? They can't be stopping every delivery from overseas. The warehouse would be full in a week. If they thought you were trying to dodge an import tariff they would need to know what the item was and it's value I suppose. That's the part I'm hung up on. Was there something that triggered this other than the fact that it was mailed by Rich (which is of course suspicious in itself) from the USA?

If you read from 2.1 ~ 2.4 below, that is why my kite was stopped,  it was marked as a gift, on the package, so i was charged. As Filix said, if  'British Returned Goods' was put on the package it might have got throu.

Rich did'nt know this, and i did'nt know this, so no blame is apportioned to ether of us. Rules are rules

And yes, it seems thay check every one :blink: .
