Flutter happens when the trailing edge is a bit loose. You can somewhat correct for this as Alden mentioned by varying the speed.

The loose trailing edge usually starts as the REV has more flying time on it. You can try tightening the bungees, but don't over do it as you could stretch the whole sail some.

One thing I did many years ago, with a dual line kite, was to feed some flying line down inside the trailing edge between the sewing and pulling it tight. It definitely quieted the kite down but also effected the control.

I am not quite sure how I would so it with a REV.
